An Electrical Installation Condition Report, know as an EICR is a document provided once a full Electrical Installation Check has been carried out on the property.
During the Electrical Safety Check the mains electrical power supply will need to be disconnected for safety reasons and also to be able to apply the correct tests to the relevant electrical circuits.
It must be carried out by a qualified electrician who has a good working knowledge and experience of electrical installations.
Depending on the size of the property the Electrical Installation Check could take anything from a couple of hours to a full day.
The Safety Check Procedure..
Before any electrical testing is conducted, a visual inspection will be undertaken at the property. The inspection will identify any significant issues, such as overloading or overheating problems. It will also identify areas of the installation that is in poor condition.
Dead Electrical Testing
Dead Electrical tests are undertaken with the mains power disconnected. Testing comprises of Continuity Testing, Earthing Arrangement Testing, Polarity Testing and Insulation Resistance Testing.
Live Electrical Testing
Of course, these tests are conducted with the mains power connected. The live testing includes Earth fault loop testing & RCD testing.
Your Final EICR Report
There is a range of codes which reflect whether the electrical installation is compliant with current regulations. These are labelled C1 to C3. You will see these identifiers on the EICR including any descriptions of faults.
This will lead to the report being either ‘Satisfactory’ or ‘Unsatisfactory’.
Landlords are required by law to ensure that the electrical installation in a rented property is safe when tenants move in and maintained in a safe condition throughout its duration

For the Liverpool area The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 set out a number of different requirements around providing copies of the EICR to relevant people: Who do I need to provide a copy of the EICR to?- The EICR must be given to the tenants before they occupy any domestic rental property in Liverpool.
